Designing strategic planning for project/Development is the difficult task. The first step for designing strategic development planning is assessment of the need of the society/community to whom we design the plan. The need may be the reflection of the culture, thus culture can be described as the way by which the society share common language among itself. Therefore, understanding the cultural condition would provide us a clue to identify the need of particular target group.
Sometimes we observe that some of the development plan designed has failed to address the exact needs of the beneficiaries even though the project gives them an opportunity. This is because of the lack of critical assessment of cultural factors that hinders society to accept the project as really addressing their needs.
Critical investigation of cultural environment requires careful analysis of external and internal. The internal one is the organizational culture, i.e the way designer and implementer of the project/development share common language among themselves, their commitment to their organization and target group, prevalence of power distance between leader-follower, leadership /managerial style, communication etc..The external factors are those which exist in the society and foreign that are exert forces on the implementation of the development plan.
Sometimes we observe that most development project designed (at GOs and/or NGOs) are from the intention/wish or desire of the planner without critical consideration of the prevalent cultural condition/environment. People have prioritized their need based on their culture so that you go deep inside the community to whom you design the development plan.
